Util module.

The util module holds additional files which are used in this framework/ library but have no main functionality components. These include plotting functions, logging functionality and other helper functions.

cnn_xns_observations	SPOR step python file making cnn observations based on xns results.
load_binary	Loads XNS binary/ mixd format files.
logger	ReLeSO logging.
module_import_raiser	Module Raiser optional dependency for modules.
plotting	Internal and auxiliary plotting functions might be removed.
reward_helpers	SPOR object script helper functions.
types	Types and Type Unions defined for the ReLeSO package.
util_funcs	Utility functions.
